Launching the campaign “Nationwide emulation for innovation and digital transformation”

The implementation plan for the emulation movement “Nationwide emulation for innovation and digital transformation” emphasizes the need to innovate leadership methods, management, and operational models – shifting from traditional approaches to a digital space driven by data.

Standing Deputy Prime Minister Nguyễn Hòa Bình signed Decision No. 923/QĐ-TTg on May 14, 2025, promulgating the implementation plan for the emulation movement “Nationwide emulation for innovation and digital transformation”.

The plan aims to promote the patriotic tradition, strengthen the comprehensive leadership of the Party, harness the combined strength of the entire political system, and encourage the active participation of entrepreneurs, businesses, and the public in the development of science, technology, innovation (STI), and national digital transformation.

Aiming toward the goal of building a prosperous and strong nation in the new era

This initiative aims to drive strong national development in the new era – a period of prosperity and strength – with the goal of becoming a developing country with modern industry and high middle-income status by 2030, and achieving developed country status with high income by 2045.

It also seeks to strongly ignite the national development aspiration, promote proactiveness and creativity throughout the entire political system and the public, foster self-reliance, and maximize endogenous capacities. The approach centers on the principle that “Citizens and businesses are the core, the main actors, resources, and driving forces; scientists play a key role; the State assumes the role of leadership, facilitation, and creating the most favorable conditions for the development of science, technology, innovation (STI), and national digital transformation.”

Linking digital transformation goals with socio-economic development strategy

The plan emphasizes the need to promote awareness and breakthroughs in mindset innovation, digital transformation, and the development of science, technology, and innovation (STI). It calls for innovating leadership methods, management, and operational models – shifting from “traditional” approaches to a data-driven digital environment.

It also stresses aligning the communication of STI development goals and digital transformation objectives with the resolutions, strategies, action programs, and socio-economic development targets and tasks, as well as ensuring national defense and security across all levels and sectors.

Emulating the development of modern, secure, and efficient digital infrastructure

Emulating the development of infrastructure to support science, technology, innovation (STI) and digital transformation, especially digital and technological infrastructure, based on the principles of “modernity, synchronization, security, safety, efficiency, and waste avoidance.”

Promoting digital transformation and the application of STI in the operations of political system agencies, advancing digital government, and accelerating digital adoption in administrative reforms, particularly administrative procedure reforms. Strengthening state management in the digital environment from central to local levels; ensuring seamless connectivity and operation among agencies within the political system; effectively exploiting and utilizing digital resources and data; and enhancing the efficiency of national governance and the effectiveness of state management across sectors.

Emulating the development of the digital economy, fostering digital technology enterprises, STI enterprises, and innovative startups. Encouraging STI activities and digital transformation within businesses to boost their competitiveness and that of the national economy.

The “Digital literacy for all” movement

Regarding the development of a digital society, the focus should be on improving the quality of education and training, developing and prioritizing the utilization of high-quality human resources and talents to meet the demands of science, technology, innovation (STI), and national digital transformation.

The widespread implementation of the “digital literacy for all” movement should be promoted, strengthening training and capacity-building to enhance public knowledge and skills in digital technology and digital transformation, while preparing all necessary resources comprehensively for the development of a digital society.

Protecting digital sovereignty and promoting international cooperation in strategic technologies

Additionally, efforts must be intensified to ensure national defense, security, cyber safety, and digital sovereignty in the digital and cyberspace domains. International cooperation should be strengthened in the development of science, technology, innovation (STI), and digital transformation, especially in key areas such as artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy, and other strategic technologies.

Based on the results of the emulation movement by collectives and individuals, ministries, and localities, awards and recognitions shall be granted within their authority in accordance with the laws governing emulation and commendation.

Implementation in two phases

The emulation movement will be implemented from 2025 to 2030, divided into two phases:

Phase 1 (2025 – 2027): Ministries, sectors, and localities will develop and issue implementation plans and appropriate emulation criteria by the second quarter of 2025. They will organize and carry out the movement effectively and practically. A preliminary review, evaluation, and lessons learned will be conducted at the ministry, sector, local, and central levels in 2027 to prepare for the next phase.

Phase 2 (2027–2030): Based on the results of Phase 1’s review and evaluation, the Ministry of Home Affairs will lead and advise the Central Emulation and Commendation Council to continue implementing Phase 2 of the movement and conduct a final summary in 2030.

Ministries, sectors, and localities will base their actions on this plan, along with their specific conditions, requirements, and tasks, to launch and implement the emulation movement with concrete content, criteria, and appropriate, practical forms. This aims to foster a strong transformation in awareness and greater determination in the actions of Party committees, authorities, and people at all levels to successfully carry out the science, technology, innovation, and digital transformation revolution. Units are also encouraged to launch and implement annual emulation movements linked to other emulation campaigns of their respective ministries and localities.
